STRATEGI NAZHIR DALAM PENGELOLAAN WAKAF (Studi Kasus Badan Wakaf Al-Quran [BWA] dan Wakaf Center [WATER])

Abstract


This study discusses nazhirs strategies in the management of waqf. As the most responsible party for the success or failure of management of waqf, then nazhir required to have an effective strategy that can make the management of waqf be maximized and provide great benefits for the society. This study tried to explore the strategies used by BWA and WATER in the management of waqf as well as to know and understand the implementation of the expansion strategy, stability, retrechment, and combination strategy of BWA and WATER, then the comparisons between that two institutions.

This research can be categorized in the field of Islamic legal research conducted by strategic management approach. Data were collected in three ways: interviews, observation, and documentation. Management strategies of waqf on BWA and WATER analyzed using descriptive analysis.

The findings of this study are as follows. 1). Both of BWA and WATER institutions equally making simple environmental analysis to select an effective management strategy of waqf. BWA practices expansion strategy by creating Quranic mushaf endowments program; stability strategy with focus on improving services for the waqf giver (al-wakif) and the recipient of waqf (al-mauquf alaih) , enhancing the quality, system and internal improvements; combination strategy with a fixed strategy to manage Quranic mushaf endowments as the main program, as well as creates new programs. While WATER foundation practices expansion strategy by establishing new enterprises and institutions, making the benefit program, creating innovative new programs, creating the investment program and the distribution of waqf investment revenue program; stability strategy by improving internal repairing and systems; retrechment strategy by stopping mosque operational fund program and waqfs books spreading program; combination strategy by implementing the old program while issuing new programs and stop practising the old program with a focus on new programs. 2) Both institutions have successfully implemented those strategies of waqf management with difference in emphasizing, uniqueness, and results. The implementation of those strategies is proven to deliver BWA on achieving it goals, while WATER must work extra hard to look for new strategies to achieve the institution goals.
